On March 23, the Party Committee of the China Iron and Steel Association (hereinafter referred to as “the Steel Association”) held the “Study and Education Reading Class on Establishing and Practicing a Correct View of Political Achievements & Expanded Learning Meeting of the Theoretical Study Center Group” in Beijing. The event aimed to deeply study and implement General Secretary Xi Jinping’s important expositions on establishing and practicing a correct view of political achievements, convey and implement the spirit of the meeting on comprehensively strengthening Party discipline and warning education for national industry associations and chambers of commerce held by the Central Social Work Department and the speech requirements of Vice Minister Liu Zheng. It sought to give full play to the exemplary leading role of the “key minority,” adhere to leading by example from above, promote the solid and in-depth development of the study and education as a whole, gather ideological consensus, and inject action momentum for the high-quality development of the steel industry. Jiang Wei, Deputy Secretary of the Party Committee of the Steel Association (in charge of work), presided over the meeting and gave a guided study, with members of the resident leadership team and Party member leaders at or above the level of Deputy Secretary-General participating throughout the process.
I. Based on the “Great Cause of the Country”: Anchoring the Industry’s Development Course with a Correct View of Political Achievements.
The meeting pointed out that this study and education is a major decision-making deployment made by the CPC Central Committee focusing on further advancing comprehensive and strict governance of the Party and promoting high-quality development. Currently, the steel industry is in a critical transition period at the beginning of the 15th Five-Year Plan, facing multiple tasks such as breakthroughs in high-end development, intelligent upgrading, green transformation, and integrated development. The view of political achievements of leading cadres directly affects the quality and direction of the industry’s development. The meeting clearly emphasized that a correct view of political achievements is the “master switch” for leading cadres to start businesses, the “touchstone” to test their Party spirit cultivation, and the “lodestar” to promote high-quality development. It is necessary to take correcting the view of political achievements as a required course for tempering Party spirit and firmly establish three foundations in the depths of thought: “using power for the people, taking responsibility to get things done, and maintaining integrity.”
In his guided study, Jiang Wei put forward specific requirements combined with the actual situation of the steel industry: Leading cadres should cultivate the mind of “success does not have to be mine,” do more practical things that lay foundations, benefit the long term, and enhance stamina, and resolutely eliminate short-term behaviors of seeking quick success and instant benefits. They should also shoulder the responsibility of “success must have me,” focus on the industry’s development directions of “high-end, intelligent, green, and integrated,” bravely scale new heights in promoting scientific and technological innovation, overcome difficulties in deepening transformation and upgrading, and take on responsibilities in serving national strategies, so as to hand over an era answer sheet that can stand the test of practice, the people, and history with solid work and real achievements.
II. Deep Study and Comprehension: Grasping the Core Essence and Practical Requirements of a Correct View of Political Achievements.
The meeting conducted in-depth study around three core issues: “for whom political achievements are built, what kind of political achievements to build, and how to build political achievements,” forming a systematic understanding.
First, deeply grasp the fundamental stance of “for whom political achievements are built.” The meeting emphasized that as a bridge connecting the government, the industry, and enterprises, the Steel Association must always stand on the position of the overall development of the industry and member enterprises when planning work, thinking about problems, and making decisions. To promote the progress of the industry, we must focus on the thoughts, expectations, urgent needs, and concerns of enterprises, taking solving enterprises’ “neck-sticking” problems, reducing operating costs, and enhancing market competitiveness as the starting point. The effectiveness of work must be tested with the sense of gain, happiness, and security of member enterprises as the fundamental standard, and resolutely avoid “image projects” and “data-based political achievements” that are divorced from reality.
Second, deeply grasp the fundamental standard of “what kind of political achievements to build.” Party organizations at all levels should closely combine establishing a correct view of political achievements with implementing the 15th Five-Year Plan, adhere to the ideological line of seeking truth from facts, conduct in-depth investigations and research at the front line of production, master the real situation such as resolving overcapacity, green and low-carbon transformation, and collaborative innovation in the industrial chain, and achieve “having a clear idea in mind and having strategies in hand.” The meeting particularly pointed out that political achievements are not a single growth of economic indicators, but a comprehensive reflection covering structural optimization, innovation-driven development, ecological benefits, and social responsibility. The old thinking of “only output theory” and “only scale theory” must be resolutely abandoned.
Third, deeply grasp the fundamental method of “how to build political achievements.” The meeting made it clear that the work of the Association should carry forward the style of seeking truth and being pragmatic, closely follow the “1231” work direction (i.e., one core goal, two strategic tasks, three safeguard measures, and one evaluation system) and the “232” key work (focusing on two major transformations, breaking through three major bottlenecks, and achieving two improvements), take “anti-involution” as a breakthrough, and make precise efforts in areas such as industrial structure upgrading, application of energy-saving and carbon-reduction technologies, and digital empowerment of production. For example, by promoting low-carbon metallurgical technology, building a common technology R&D platform for the industry, and promoting the implementation of cross-industry integration projects, a correct view of political achievements can be transformed into an operable and quantifiable action list.
III. Integrating Study and Application: Promoting the Transformation of Achievements with the Reading Class as a Carrier.
To ensure that the study and education are internalized in the mind and heart, the Party Committee of the Steel Association issued a special notice before the reading class, requiring resident Party members and cadres to study the Excerpts from Xi Jinping’s Expositions on Establishing and Practicing a Correct View of Political Achievementsword for word and write their learning experiences. In this collective study, Comrades Shi Hongwei, Feng Chao, and Jiang Xiaodong, combining their respective work responsibilities, made exchange speeches on themes such as “How to Practice a Correct View of Political Achievements in Promoting Green Transformation,” “Solving Enterprise Development Problems with Investigation and Research,” and “Strengthening Responsibility and Serving National Strategies.” Their speeches had both theoretical height and practical cases, resonating with the participants.
The meeting emphasized that the next step will be to establish a closed-loop mechanism of “study-investigation-rectification-improvement”: On the one hand, organize leading cadres to lead teams to go deep into key enterprises such as Baowu, Ansteel, and Hegang, and conduct special investigations around technical paths under the “dual carbon” goals and pain points and blockages in digital transformation; on the other hand, sort out annual key tasks in accordance with the “1231” work direction, refine the correct view of political achievements into service enterprise lists, policy suggestion lists, and problem-solving lists, to ensure that the results of the study and education are transformed into actual effects of serving the industry and enterprises.
The holding of this reading class marks a re-deepening and re-elevation of the understanding of the view of political achievements in the Steel Association system under the background of the new era. As emphasized at the meeting, the high-quality development of the steel industry is not an “instant product” achieved overnight, but a “protracted war” that requires generations of steel workers to strive relay. Only by taking a correct view of political achievements as a guide, always keeping in mind the “great cause of the country,” integrating enterprise development into the national strategy, and linking industry progress to people’s livelihood and well-being, can we move steadily and far in the complex and changing market environment and contribute greater strength to building a strong steel country and a strong manufacturing country.
